The placement position at IIT Tirupati is good with highest package going upto 22 LPA. It may seem lower for an IIT since it is still new as compared to others it is still doing its best.

Yes,you can take admission in IITs through lateral entry scheme but not in 2nd year.You have to take admission in 1st year and study the course with all the students in 4 year.
You can give exam called LEET.You must have minimum of 60 percent marks in diploma
