all IIT campuses are government institutes only. No IIT is a private or semi private institute. If you want to study there then you have to qualify jee advance with a rank below 3-4K. If you secure it then you will get an admission at any campus of IIT
I think you question is either incomplete or you made mistake while writing.
IIT is only for engineering and technology. It has no relation to any other stream. To take admission you have to appear both jee main and jee advance with a rank less than 3000.
