Yes ofcourse you can give gate exam if you choose IT branch and you can get iits but generally PSUs don't have IT jobs except Bsnl etc. So less job options but you will have chances of studying higher.

If you have not chosen float option then in seventh round you choise will automatically be frozen and that will be your final seat. You have to report at the reporting centre in order to float the choice.

You have scored pretty good rank in JEE - Advanced you can get into many IITs with your choice of branch. With your rank, you can get IITB Electrical, IITKGP CS, IITD MNC, IITM CS, IITK CS, etc. You can check the detailed cutoff for all the IITs
