    Yes you can apply for IIT at any campus but not for Bombay campus as the range is 1-4018. You can still give a try for it. Except Bombay your rank is eligible for every campus of IIT. You can easily get an admission if you have any other

    Seeing your rank and previous year cuttoff of IIT TIRUPATI,you seems not elligible for it.You must have rank under 700 for it.
