Between IIT Bhubaneswar and IIT Varanasi  IIT Varanasi has lower fees for mechanical engineering also IIT Varanasi has lower cutoff for JEE advanced.

To get admission in any IIT  a general candidate has to get rank under 10000 and your rank is 12026 which is very high so according to my knowledge you will not get any IIT.
