The chances of getting a government seat with your rank are somewhat better than average as most government colleges require higher ranks even considering your category and state quota. You have a high chance of getting waitlisted, and have some chance of getting into IITs ranked lower.

To claim seat in an iit or nit you have to present your ews certificate during the counselling of josaa but different college have different ews cutoff and seats therefore seats allotment is on the basis of rank not the ews certificate.

Well I am sorry to say that but with your SC rank of 3502 in JEE Advance , you will not get any seat in any of the IITs. The maximum closing rank for SC category in all the IITs on an average is 2000 as per 2018
