 For your  question, for a general category student, getting an IIT for a CRL of 17000 looks improbable at first. However, with the EWS and girls reservation taking into consideration, I think you can expect a surprise but chances are dismal so to speak.

Based on your rank in JEE Advance i.e 15000, it is not possible to get Civil Engineering in any of the IIT based on the previous year's rank trends. But you can choose some of the course which you may get on considering the previous year's rank trends.

For your rank of 1714 in ST Category,  you have very low chances for getting any seat in any IITs. So you may go with your jee mains rank for NITs.

The eligibility requirements in terms of board marks are

75%+ marks in class 12 board or be in top 20 percentile of your board.  So of you do not fulfill this criteria than you may not be eligible for taking admission despite of getting good rank in jee

You didn't mention your category?. Considering yourself as general category.Based on previous year cut-offs it is difficult for you to get into IITs with your rank. Based on previous years cut-off you can get B.Arch branch in IIT Kharagpur, Roorkee with your rank.
