As per as your rank you have very low chances for getting 4 years Btech course. Last year ocean engineering closed around 1800. But your rank is too far below it. So, it seems you have very low chances for getting btech 4 year course.

The rank for marks between 90-99 was 20001-25001 so you have very low score of 49. So you will not qualify fir counseling and hence you will not get any IIT.
