Yes there is fees for both NITs as well as IITs
If we talk about B.Tech
The fees structure for NITs was decided by the MHRD in consultation with NIT Council which came out to INR62500 per annum tution fees for all the NITs

Both IIT's are good overall and they both are preferred by the students for electrical branch.Only difference is that IIT Ropar is new IIT whereas ISM Dhanbad(IIT) is a well established college with better facilities and course curriculum.Also somewhere IIT Dhanbad is more prefered by the students for
