If you have qualified JEE mains 2019, then you are eligible for JEE advanced 2019, you can appear for it.

There are some private colleges which takes admissions on the basis of JEE mains or advanced rank, so according to me you should give JEE advanced.

Since this year's cutoff has not been declared yet, with a SC rank of 3,150 according to previous years cutoffs and trands, it is unlikely you will be able to get any college. However, you can get admission in -

A rank below 5000 in JEE Advanced will not get a CSE branch unless the candidate is from some category. I believe that as long as the new IIT has a good connectivity and some sort of permanent infrastructure, it should always be preferred over any NIT/BITS except BITS Pilani

First of all through jee main you cant  get admission into iit. Now talking about nits and gftis there are very less chances of getting nits with such rank. But there are some  low ranked nits where you can get a seat but the branches will be like biotech

Your Btech marks cutoff for admission into IITs vary from one IIT to another.

Is it easier to change branch in IIT bhu or IIT dhanbad?

IITs allow its students to change branch on the basis of two criteria. Either the students can change their branch on the basis of CGPA at the end of 2nd Semester or they can apply for a different branch on the basis of their JEE Advanced Rank.
