First of all there is no home state quota in IITs, there is only All India quota.
As we go through the latest cut-off of 2020 then it shows that the closing rank for OBC NCL PwD category was 13 for AI branch in IIT Hyderabad. See it is quite difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if you secure your AIR in JEE-Advance under top 10 then there are good chances for you to get AI branch in IIT Hyderabad and for CSE you should get your AIR under OBC NCL PwD category within 6-8 then you will have some chances for CSE in IIT Hyderabad.

Yes, admissions are open. I am guessing you are asking for Bachelor Degrees. Admission in IITs are through JEE Mains and then JEE Advance. So, you need to appear in both and clear them with good marks so that you can get under 6k rank in India, then you might get some seat at IIT Hyderabad.
