Considering the Placement Aspect, with a Rank of 11800, assuming youre from General Category, ypur best option would be BTech Metallurgical at IIT Bhubaneshwar or Dual Degree Metallugical/Material Science at IIT BHU if you get at your Rank. Youll probably have better oppotunities at IIT BHU or Bhubaneshwar or even if its Mining or Environmental at IIT ISM. You even have a strong chances of changing your Branch to a better stream post First Year. Incase youre targetting PSU Jobs or Government Engineering Jobs, only in that case IIT Jammu Mechanical might be a good Option, though youll loose out on Campus Opportunities as well as a strong and diverse experience.

I would suggest Mtech at Bits Hyderabad would be a great choice as IIT Jammu is still in developing stage.
At BITS you will find an exposure to all the current technologies and the environment there is exquisite. It will not only help you academically but also professionally.
The placements are simply too good there and BITS is considered to be one of the best engineering colleges in India.

I would suggest you to pursue MTech from DTU CSE. DTU is one of the best Technical Institutions for CSE in Delhi NCR after IITD. The CSE Department has strong faculty, infrastructure as well as good Placements for MTech. Being located near Technology and IT Hubs of Delhi NCR provide huge scope and impetus to training and placements.
IIT Jammu is still in its nascent years and DTU CSE has a much stronger Academic, Professional and Employer Outlook.

Let me make you clear that there are only two attempts of JEE-advance for two consecutive years after passing class-12th. For e.g., if you have passed your class 12th in 2019-20 then you can appear only for JEE-Advance of 2019-20 and 2020-21, provided that you qualify JEE-Main each time to sit for JEE-Advance.
So attempts of JEE-Advance are not decided on the basis of JOSAA counselling, whether you get seat through JOSAA Counselling or not you will be eligible for JEE-Main and JEE-Advance for next year if you are eligible according to the above example.

CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.
Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get
I would recommend to prefer IIT Bhila over IIT Jammu

I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad. Department of Mining Engineering has three courses namely Mining, Mineral and Mining Machinery, and all three of them experience almost 90% placements with conglomerates like Tata Steel, Hindalco, Vedanta, Coal India, ExxonMobil, Schlumberger being regular recruiters. IIT ISM Being loacted near mineral rich areas of Jharkhand and Odisha further provides impetus to training and placement opportunities.
Secondly IIT ISM is a much older technical institute than IIT Jammu and has good infrastructure, faculty, research facilities and employer outlook.

It depends on your interests . With Chemical Engineering you would have better scope for research and jobs . You can go for psu's with chemical engineering , and if you want higher studies like ms in abroad , chemical engineering has great scope in us and europe , so if you would be preparing for gre or gate , chemical engineering would provide better study .
In mining , if you're trying for mba , you would have a good college background , as BHU is a old college in comparison to Jammu .
But it all comes to your interests , which branch you want to study for your whole btech , as branch change is not easy in iit's .

Let me tell you one thing that your question does inform that you aren't biased towards any of those branches.
So you would possibly be worried about the life-style , campus or even about placement or maybe almost placement.
Now coming to "which is better" a part of question .
At IIT Jodhpur, you'll end up in bunch of top minds of country because all of them (mechanical ones) secured an AIR of around 4000 in toughest exam of the country.
This would offer you more chance to prosper due to competition there.
And if you inquire from me about the life , only one word is enough , "awesome".
