IIT Delhi for cilvil is anyways a better choice because in B.Tech offer 799 seats and have 11 B.Tech prgrammes, whereas IIT Jodhpur has only 247 seats and has only 4 B.tech programmes. so IIT Delhi is a preferable choice for civil Engineering than Jodhpur

It totally depends upon your interest. If you are too determined that you want to persue your career in CSE, then i would suggest go for IIT jodhpur. However, if you are not sure about it, then i would suggest go for IIT BHU as its a better one.

In a claer words, you have no chances to get any discipline in IIT jodhpur. You may not even get a seat in any of the IITs. Refer this link to get cutoff of every IITs.
