Yes, IIT Roorkee offers a supply chain management course. This is a professional course dealing with the basic understanding of Operations Management & Programming Basics.
This is a 6-month course, you need to invest at least 6 hours per week in this programme. As the trend of e-commerce increases, the movement of goods has also been increased which created an exponential jump in the number of jobs for SCM across industries. The fee structure of this exam is 1,99,999 in INR.

As you mentioned that you belong to obc category so let me tell you that fee remission is not provided on the basis of your category. It is only for sc/st students.
Fee remission is provided only on the basis of your family income.
If your family income is below 1 lakh then full tuition fees is remitted and if your family income is between 1L-5L then 2/3 rd of the tuition fees will be remitted. In addition to that there are various scholarships available for obc , sc-st.

Placement in IIT Roorkee for M. Sc graduates is not so good. In the previous year out of the batch of 30 students, only four got placed in 4 different companies. The average salary package offered was 9 to 10 LPA. But it changes year wise. Most of the students aim for pursuing a PhD degree after M.Sc. But in the case of B.Tech and M.Tech, the chance of getting placed in a company is relatively high.

Dear applicant it is very overwhelming to get to know about CAT Score. But as you know Institutions bearing IIT Tag has higher cut off compared to others. But yes compared to other IITs, IIT Roorkee has less requirements but that also doesn't go below 80-85 percentile. So with 61.08 percentile you better try for some other good private colleges where you can explore your career goals, rather than solely focussing on IITs. Because of your category you still try for IIT Roorkee, considering their vacancy matrix and you may get a seat.

You need to secure below 100 rank inorder get into Cse branch in both IITS. Overall rank below 7000 is good to secure a seat in the above IITs for other branches and it also depends on your category.
These closing ranks are based on the previous year cut off trends, these may vary from year to year based on some criteria like the number of students attended the exam, difficulty of the exam, number of seats available and previous year cut off.

Core branches are always demanding in nature so you will have to work hard in core branches. Coming to the comparison you mentioned i would suggest you too go ahead with iit roorkee ece as ece is a branch that is related to it industry hence better placement scenarios are there whereas ee is a core branch and placements are not as great as ece comparing both the colleges iitkgp and iitr so there is nothing separating them they are both masters of their domain the only deciding factor maybe the branch in which iitr ece might win so choose wisely.

Both branches are good in their own field.It is dependent upto you on which field you want to go.
Civil Engineering is one of the discipline of Engineering profession that deals with the design, construction and maintenance of all type of manmade structures like buildings, roads, bridges, canals, dams, airports, sewerage systems, pipelines, and railways etc.
Industrial and Production Engineering is a subject that deals with the study of engineering sciences, manufacturing technology, management science and optimization of complex processes, systems or organizations .
But in case of placement I want to recommend you for civil.The scope of placement is higher in case of civil than production and chemical enginnering.
