see cutoff score fluctuate every year and it depends on certain factors like number of applicants, students category, choice of stream, seat matrix and so on. cutoff score is given to analyse the candidates marks and application for any current year, in case sc category students gate overall score are higher than open category, then there might chances that cutoff score would higher for sc category. however based on previous years cse cutoff of m.tech in iit roorkee cutoff score for sc was lower than general category.

As per your category and percentile in CAT and especially in VARC section which makes you ineligible for admission to IIMs and even for some IITs as well, but you have good chances to get seat in some of the B-Schools other than IIMs or IITs for MBA/PGDM such as :-

According to your options given in the question, it totally depends upon on your area of interest whether you like coding or you like a mixture of electronics and coding.
But if in general i had to consider one on the basis of placements ,culture and events at college i would iit roorkee ece as iit varanasi is known basically for chemical branch and it is the best one in this iit even if you compare top 5 iits.
See there is no any compulsion to have laptop in your entire B.Tech. course in any field but if you have laptop and especially when you are in CSE branch then it will be a plus point for you because there is lot of programming in different languages for which laptop is required and not only this but for so many different works like projects, coding, online classes(as per present circumstances) and so on requires a basic laptop. If you have a laptop then your lot of work will become easier otherwise you will get computers in library or computer lab of IIT Roorkee.

To get a seat for ECE in IIT Roorkee you have to guve JEE Mains first and rank within 25000 to be eligible for JEE Advanced.
Then you have to secure really high marls in JEE Advanced to get a seat for ECE in IIT Roorkee. Last year's closing rank of IIT Roorkee for ECE for SC category was 391.
Cut offs are bound to change due to changes in the number of candidates appearing for the entrance, the number of candidates qualifying the entrance, last year's cut off trends, etc.

IIT Roorkee have good overall ratings. They have good and consistent placement record. Highest package offered is 1.5Crores per annum, lowest package offered is 10Lakhs per annum and average package offered is 12-15Lakhs per annum. Top recruiting companies are Accenture, American express, Amazon, etc. They have good infrastructure with a bit outdated construction. They have excellent and experienced teaching faculties.
Roorkee college of engineering have good overall ratings. They are considered as one of the best college. They have good and consistent placement record, average placement record is around 95%. Highest package offered is around 15Lakhs per annum, lowest package offered is 2Lakhs per annum and average package is around 3-5Lakhs per annum. Top recruiting companies TCS, NOVA, Wipro, etc. They have good infrastructure and they have good teaching faculties.
Roorkee college of engineering is better than IIT Roorkee.

Well, you can become a professor at reputed institutes in India such as IISc, TIFR, IITs etc., To do that you have to satisfy the eligibility criteria such as
A PhD degree plus 3 years post PhD experience at some reputed institutes or universities.
The quality of journal publications you have, the ability to do independent research work as well as teaching abilities.
You should be able to present yourself that how different you are when compared to other applicants. What kind of benefits the respective department of the institute will get if they hire you
Your adviser recommendation letter decides your position. Always maintain a good relation with your phd professor and post-PhD adviser
You should always think that “Why should they hire you?” How different you are? How different is your work when compared to the current research projects in the respective department. How useful you are to the hiring department of the institute?
You have to think along all these directions before you are going to start applying to reputed institutes in India especially IISc, TIFR etc.,
