Indian Institutes of Science Education and Research Aptitude Test

IISERs are one the elite body of science Institute of national importance. Indian Institutes of Science Education and Research (IISER) will conduct IISER 2019 admission for 5-year BS-MS degree programmes at its seven participating institutes. IISER admission 2019 will be conducted through three channels- Kishore Vaigyanik Protsahan Yojana (KVPY), State and Central Boards Channel(SCB) and Joint Entrance Examination of Indian Institutes of Technology(JEE).
The IISER 2019 application form for SCB channel is now available. An aptitude test will be conducted for the candidates opting for SCB channel while the candidates seeking admission through other two channels will be eligible to take direct admission. Candidates are allowed to apply for all the three channels but they must fulfil the eligibility criteria of each channel they are applying.
Based on the ranks secured in IISER 2019 merit list by candidates in JEE Advanced 2019 and KVPY result, the institute will allow 50% seats to candidates. The rest 50% of seats will be reserved for candidates applying through IISER entrance examination. The cutoff of IISER 2019 for all SC/ST candidates and Kashmiri Migrants is minimum 55% marks in 10+2 or equivalent for all boards. May be you have not read the eligibility criteria that is stated in the IISERs BS-MS Admission Portal. In order to apply for admission to BS-MS of IISERs you should have passed Class 12 wih Science stream. So those candidates who satisfy these conditions can apply as well as attend the IAT. So eventhough you have 78.2% marks in Class 12, you have passed. That is the reason why you are able to download your hall ticket. But if any student qualifies the examination, he/she will be considered for admission only if they satisfy the cut-off condition as per their board of pass out. For CBSE this is 431 for General.

You can get admission into IISC, IISER for M.Sc and PhD. They conduct entrance exams for that. You should be good at your basics to crack those exams. Their eligibility criteria will be around 55% marks in your previous studies. But the competition will be high.

See, in this scenario, you should call the authorities and ask them directly. Because you should know that all the students of your board might have not got the certificate, and many might have applied for IISER too. So, calling their office is the best option.

Yes, you can give this exam directly. The official site states that candidates who have passed 10+2 or equivalent level exam with science stream in 2018 or 2019 are eligible to apply for admissions.
In addition to this admission to IISER only through following three channels. These channels will be referred to as KVPY, JEE, and SCB, respectively.
Those who have fellowship under this programme.
Candidates in General category securing a rank within 10000 in the Common Rank List (CRL) of JEE Advanced 2019 are eligible to apply. For candidates belonging to the reserved category (OBC-NC, SC, ST, PD), their category rank should be within 10000.
Students who have passed 10+2 level with science stream, eligible to apply for admissions and appear for IAT 2019. IAT is a computer based examination.

The fee structure for a general category student varies in different IITs and IISERs. As such as a reference I am providing some of the fee structure of some IISERs and IITs here. You can check others.
IISER, Kolkata
Here you have pay 3.28 lakhs for the full course of integrated MSc I.e it includes both BSc and MSc in various subjects such as Chemistry, Mathematics, Biological Science, Geological Science and Physical Science. The fee that they are accepting includes your tuition fee, registration fee and other miscellaneous fee for the 10 semesters I.e. for 5 years.
Again there are other courses are also available whose fees structures are as below and also it includes as above
For integrated Ph.D. program -: 3.28 lakhs
For Ph.D. program -: 1.25 lakhs
IISER, Bhopal
Here you have pay 3.92 lakhs for the full course of integrated MSc I.e it includes both BSc and MSc in various subjects such as Physics, Chemistry, Mathematics, Biological Science, Chemical Engineering and Electrical Engineering. The fee that they are accepting includes your tuition fee, registration fee and other miscellaneous fee for the 10 semesters I.e. for 5 years.
For other courses, the fee structures are as follow include all the registration fee and the tuition fees
BSc economics -: 3.14 lakhs
Integrated Ph.D. -: 3.82 lakhs
Ph.D. -: 1.69 lakhs

Now moving onto the fee structure of IITs of general category students.
IIT Bhubaneswar
Here for the B.Tech course which includes the branches like Civil Engineering, Computer Science And Engineering, Electrical Engineering, Electronics & Communication Engineering, Mechanical Engineering, Metallurgical And Materials Engineering, you have to pay 7.91 lakhs for the full course I.e. for 8 semesters or for 4 years.
Again for the M.Tech course, you have to pay 1.72 lakhs for 4 semesters or for 2 years.
IIT Kharagpur
Here for the B.Tech course which includes the branches like Chemical Engineering, Civil Engineering, Aerospace Engineering, Biotechnology And Biochemical Engineering, Computer Science And Engineering, Electrical Engineering, Industrial Engineering, Instrumentation Engineering, Mechanical Engineering, Mining Engineering, Naval Architecture & Ocean Engineering, Agricultural And Food Engineering, Manufacturing Engineering, Metallurgical And Materials Engineering, Electronics and Electrical Communication Engineering, you have to pay 3.25 lakhs for 8 semester or for 4 years.
Again for M.Tech COURSES, it is 48,565 for 2 years or 4 semesters.
