Yes, absolutely. You can apply for IMU CET. The only thing you need to remember is to apply for Passport before you apply for this exam and you must have 60% in +2 PCM and 50% marks in English. Satisfying these conditions will make you eligible for IMU

For giving exam there is no any eligibility , if u get selected then ur 12th class percentage matters
In English , physics, CHEMISTRY , MATHS u should have more than 50 %

AND OVERALL PERCENTAGE SHOULD BE MORE THAN 60%.
