But one thing is sure that you cannot apply for Diploma/Certificate courses in any college or any distance learning portal, because for that you will need to have either 10th or 12th valid marksheet with you.

As you'll pursue program at post-graduate level, hence you'll be required to submit scanned documents such as marksheet of 10th,12th,graduation accordingly along with your passport size photograph and signature. Submitting Transfer Certificate isn't important or compulsory as such in this case.

It depends on the course you've taken, based on that you've to submit your assignments in IGNOU accordingly, if it's semester based it'll be twice a year submission of assignments and term end exams, if it's annually then once a year for term end exam as well as submission
