Yes, you are eligible for the UGC NET Exam if you are doing the Masters from the IGNOU as the distance learning degree is also eligible in the exam.

If it's written recognized university, then definitely you're eligible as IGNOU is a recognized university in itself and not only admission all over India but even for Government job exams, IGNOU degrees are valid. Only, in case a university or any entrance exams makes it mandatory to not allow
