IGNOU is not a college but an open university. Yes, you can go ahead with doing B.Sc from IGNOU.

You can do that but at the end only one degree program will be considered so it is advisable to complete 1 degree from regular mode properly and in case you want do any other course as well then it is better to get admission in any diploma or certfication
