IIIT Hyderabad is an autonomous university and is thus free to choose its own means of admission. It's undergraduate admissions are carried out directly by the institute and the institute clearly states that it has no other companies providing indirect admission services. JoSAA is thus not involved in their admission procedure. The many modes of admission in IIIT Hyderabad are the following-
1. JEE main score
150 seats of B.tech( 90 CSE and 60 ECE) are filled by this process. A separate application portal is to be filled in their website. Rounds of allotment then take place based on JEE Main total percentile.
2. Undergraduate Entrance Exam (UGEE)
This is for admission to dual degree programmes of ECE and CSE. Applicants appear for a computer based test having two sections: Subject Proficiency Test and Research Aptitude Test. Shortlisted candidates have to clear an interview to get admission.
3. Special Channel of Admission (SPEC)
20 seats for B.tech(10 CSE and 10 ECE) are filled by this process. This is for students with extraordinary talent or background who have either qualified the UDAAN scheme of CBSE or are in an integrated 6 year 12th + B.tech programme after class 10. They appear for an entrance followed by interview.
4. Olympiad/KVPY
Students who have secured distinctions such as being selected for Olympiads at the national level or got a high rank in KVPY are exempted from writing UGEE and directly called for interview to secure admission for the dual degree programmes.
5. Direct Admissions for Students Abroad (DASA)
This is based on SAT score. 41 seats are available by this. It is applicable for both single and dual degree programmes.

For getting into an IIIT you need to appear in JEE - Main and score a good rank in it. You have not mentioned in which exam you have mentioned 86 percentile if it is JEE - Main you need a better rank for getting admission in IIIT with General quota and also not having Delhi home state quota.

Your chances of getting a college with this much score of 11404 rank through JEE mains through Sc category is very low. You should take a drop and prepare well so that you can get a good college next year.

Since the first round of IIIT-H counselling has been declared. It is definitely the right time for asking this question. IIITH counselling happens in 4 different rounds. The demand for CS branch is traditionally high in IIIT Hyderabad due to its high packages and unique environment. As the first round closed in 573 rank.
Your rank is still around 300 above the cutoff for the first round. While the closing rank definitely goes down as further rounds continue and some other results get declared. Predicting further rounds is indeed difficult due to a changed ranking pattern of JEE this year. I won't give you false hopes though, your chance of getting CSE in IIITH moderate. We cannot exactly predict what happens in counselling but as seen from previous year trends the drop in marks is 15-20 until round 4 (in 2018 it dropped from 287 marks to 256 marks). Thus, considering trends, the rank will come down around 850-900. It's possible, yet difficult if the closing rank will come further low. While you still have a bleak chance getting CSE but don't just hang on it.

JOSAA doesn't offer admissions into IIIT Delhi on the basis of OBC-NCL rank but on the basis of CRL rank for every category (they give out the CRL cut-off ranks after every round). So by the details provided by you, if you have a CRL Rank less that 17300, you will surely get a seat into IIIT Delhi by the last round for sure.
