for m.tech admission:

• m.tech CSE- the candidate must have graduated from any standard and recoginzed university with 65% marks (55% for reserved categories)
• m.tech ECE- the candidate must have graduated from any standard and recoginzed university with 65% marks (55% for reserved categories)
• m.tech Computional biology- the candidate must have graduated from any standard and recoginzed university with 50% marks (45% for reserved categories)

the selection criteriae includes the following,

• GATE score
• entrance examination 
• personal interview

If you are asking if there are any other entrance eaminations other than JEE for pursuing B.TECH then YES, there are many other entrance examinations which are conducted by the respective colleges/universities.

Do you need IIIT M.Tech  application link form? If yes then it is here  https://admissions.iiitd.ac.in/mtech/register.php 

If you want someone else to fill your form then you have to provide him all required documents.
