See you have not mentioned if you have any sort of quota with you. As of your general rank it may be a tough squeeze cause the only institution offering BA(H) in Economics under IPU are :
1.Delhi Institute Of Rural Development
2.Fairfield Institute of Management & Technology
IPU is no longer taking CET for law 2019. Admission will be based on CLAT score for BA/BBA LLB program. Counselling may start from 18th june to 1st augest then after ipu will release their merit list.

Your sister's result is average. However she may or may not get admission in GGSIPU as competition is rising each year. Last year cut off was within 1200 rank. So there is less expectation. However with SC caste it may be possible to get admission in GGSIPU in

GGSIPU will not be conducting IPUCET code 131 from this year onwards the admission process will be done solely on the basics of JEE Mains whose schedule has been uploaded on their website. ipu.ac.in
So there will be no CET for btech from this year
