if you want to take admission through IPI CET in BBA course, then you have to score under 1000 rank for the top college of Delhi.

If he is a LE( Lateral Entry) stident then it is difficult for him to get admission in a good college.
as you are not qualifies you will not get the admission for the required.The seats which are alloted under the convenor quota i.e,based on your eamcet rank and tge reservation is an A catogery seat.
Every private college (almost all) gives some extra seats irrespective of your reservation status(oc,bs,sc,st)

With 4234 rank in ipu cet law and being from outside delhi region ,you can get admission in Mahaveer swami institute of technology.It is a very good college with highly qualified professors and delivers qualitative and quantitative study materials to students.

with the rank like 15k, you can get average private college.
With this rank, you may get BPIT(ECE,IT), NIEC(Almost all trade), HMR(Every trade but I won't recommend) and may get something more by trying your luck in SPOT counselling.
