Yes in certain courses Delhi University conducts entrance exams.Delhi University Entrance Test (DUET) is conducted by Delhi University in order to offer admission to aspirants in various UG, PG, MPhil and PhD programmes.
DUET 2021 exam is conducted in three shifts across 101 exam centres in 18 cities. The National Testing Agency (NTA) conducts DUET on behalf of Delhi University.
Admission to merit-based courses such as BA, BA (Honors), BSc, BSc (Honors), BCom, BCom (Hons) and entrance-based courses such as BTech, BBA, BBM, B. El. Ed, etc., commence in the month of May every year.

The admission for B.Sc. Nursing is conducted based on various entrance examinations. These entrance exams are held by top medical institutions situated all over the country. The admission procedure for B.Sc. Nursing in Indian medical colleges can vary. The Dates for B.Sc. Nursing counselling registration began in September 2020, after the declaration of results in the month of August-September. This counselling was scheduled till November 2020.
Guru Gobind Singh Indraprastha University will conduct the offline counselling for B.Sc Nursing. IPU CET 2020 Counselling dates are yet to be announced.

I do not think that you can appear for any councelling without appearing for the examination, because the councelling is based on the marks and the rank that you achieve in the examination and this decides which college you can get admission to.
