According to me, it is decent if you are not getting a good department at JU.
IEM ECE used to have a better closing rank compared to other departments. However, things have changed in last four years. You may go for IEM IT if the placement is your main criteria.
From ECE, you will get the exposure both in Software and Hardware. You can decide at a later stage which way you want to pursue.
Now, the decision is yours.

with this rank,you can get any of these colleges,Both colleges are in the positions of top 2 private engineering colleges in west bengal. The overall standard of IEM and Heritage is almost same. In academics, both colleges are same too. I can say that placements of IEM is just a little bit better than Heritage, but Heritage is also very good(in 2015, 508 students were placed in TCS in Heritage). What is really annoying in IEM is its strict school like discipline. The students are not allowed to bunk classes,75% attendance is must to attend the labs.
For getting admission in BTech courses in the above colleges you need to score minimum sixty percentage as per the eligibility criteria.
So getting admission through wbjee with this marks is not possible as you fail to clear the eligibility criterias.
Although there are other courses which require less percentage .

Your WBJEE rank is enough to get admission in IEM Kolkata or Heritage Institute of Technology (HIT), Kolkata.
But, as far as I know, you need an overall aggregate of 60% in 12th Boards for the GENERAL category candidates to be eligible for B.Tech in IEM Kolkata.
To get admission in HIT, you need an aggregate of 45% in Physics, Chemistry and Mathematics combined.

If you want to pursue a life beyond the strict and tough life of engineering you can definitely try for Jadavpur University. Other than being the best college for engineering in West bengal, it also nurtures the creative side of its students. Other than that, you can try Heritage, Future, and Techno India.
I would strongly advise you to stay away from IEM as they are very strict and hardly allows their students to venture outside of engineering. That comes from a former student of IEM. :)

Among IEM, Techno India and Heritage, if you want to pursue CSE/IT, it is the best if you choose IEM. They will grind you for four years but will help you get placed in the top of the line companies definitely. Very few people from CSE branch of IEM are left without a job and I assure you will get placed with a decent package as well.
Now, after IEM the next best option would be Heritage. They recently revamped the syllabus to make their students ready for the industries. The college life and fests are better too.
Techno India will be your third option after the first two colleges.

Hi ! Yes you can get admission in these colleges. In Heritage you can easily get admission in biotechnology, chemical and mechanical. In techno along with those streams you will get food technology. Well getting IEM is bit tough because there are only core streams and CSE and ECE. If your luck is too good and if you wait upto last round then mechanical is still possible. So hope you understand me and best of luck to you.
As per your rank in wbjee, sorry to say but you will not get cse or ece in IEM.
