I am assuming that IPE marks means the intermediate marks. From 2017 these have not been given any weightage, and it is the same this year as well.

                  Yes definitely, you are eligible for JEE MAINS. According the eligibility criteria you need to have 75% aggregate in your +2. So you have more than that. That's Okk. But JEE MAINS top colleges like NIT'S, IIIT'S & other top government colleges takes admission basis on your JEE

IPE HYD MAT cutoff is around 600 so unfortunately you cannot get admission into it.
