As per placements packages the core companies visiting would be less and many of the students learn coding and get placed in software field .
Both branches are different in their fields and it entirely depends on your interest .

IERT Allahabad, formerly known as Uttar Pradesh Technical University, Lucknow, is accredited by the All India Technical Education Council (AICTE). The college offers admission to various undergraduate degrees B. Tech courses. College is nice in terms of research. The Faculty is really concerned about student education. The professors are hard-working and knowledgeable. The college has all the necessary facilities, such as a library, a laboratory, a health centre, a computer centre. Placements at the campus are hardly provided. Some students are also being put in outside companies.
So I'd recommend that you go to this college because you're also getting a fee waiver, and this placement isn't that poor instrumentation. Placements here are average. Academics is one of the strong point of this college.

Nirma University is a prestigious institute with high student ratings and placement records. Nearly 80% of the students are placed every year in Engineering and Architecture institute. The major recruiters include Galaxy surfactants, Gujarat state Fertilizer corporation ,Infosys Pune and so on.
According to 2018-2019 placement statistics, 41 students from Instrumentation and Control engineering got placed through campus recruitment. Student reviews suggest that the placements never gets below 70%. The median offered salary is 6.5 lakhs per year for technological institute.

According to your question and taking into consideration that your main goal is government job or higher studies and your placement is not a priority.
So i would recommend you to go for this college as you are also getting fee waiver and this placement is not that bad of instrumentation. The placements are average here.

In 2019 a candidate with rank OBC-NCL rank 7707 secured seat in Instrumentation and Control Engineering in NIT, Tiruchirappalli under home state quota in round 7. Considering this you have decent chances of getting seat in NIT, Trichy in ICE branch. But cut off is subjected to change, it may increase or decrease depending on number of candidates applied, difficulty of exam, number of seats available etc. And it is difficult to predict whether the cut off may increase or decrease as it depends on the above mentioned factors.
