Hello Saivikas. For doing a masters in engineering, the first thing to be kept in mind is the research facilities, research publications and number of patents of the college, where you are applying. Moreover, your goals also matter while deciding the college. For instance, if you want a job after your masters, go with a college/institute which is more industry oriented. While if you want to continue in research after your masters, go with a college/institute which has more research exposure. Moreover, the faculty profile of the institute should also be kept in mind while applying.
So, whether you choose a IIT/NIT or an abroad institute, do the research of the institute with the points mentioned above in mind.

Yes, they do. Over 3,000 institutions and programs in the USA accept IELTS scores as proof of English language skills. Minimum score requirement might vary from 6.0 to 9.0 depending on University and major. IELTS results are available just 13 days after the test.
Unlike 5-6 years ago, IELTS is now widely accepted as proof of English proficiency. Though still there exist a few top universities or a few departments of the universities that accept only TOEFL.
