Hi ! Well you have a decent rank in JEE main St ranking category. So congratulations first of all. Well , you can get a IIIT or nit in your rank. Not sure of top class nits or IIITS but sure of 3rd tier nits and IIITS and 2nd tier
Well what is being stated is that there is a 10 percent increase in the number of seats for EWS category students. If you want to be college specific then go check the seat matrix on JOSAA website.
As far as IT is concerned, you can get CSE in north
If your EWS rank is 25789 then you will not get admission in any of the NITs/IIITs/GFTIs through the JOSAA counselling. However, if this was your crl all india rank then you would have had many colleges and many oppurtunities for admission.

Yes you can drop out from any college when ever you want, but yes you it is not possible to get back the money which you have invested in college.

According to your AIR, you can expect a very few NITs but I am sorry to say but IIIT Bhubaneshwar is not possible. The cutoff for IIIT Bhubaneshwar is around 40000 max.
And since EWS is being implemented from this year itself, it is not possible to predict
As per your rank and previous year cutoff, the colleges you get are:-
