College does not offer any scholarship or any loan but you can avail scholarship benefits provided by various state scholarship portal or national scholarship portal college will give to full support in that process till you get the scholarship. And if you want a loan college will also help you to get a loan from a bank. One gets scholarship facilities like (Madhavi, etc, post metric, etc) from the respective state due to which one can get up to 100%fees return.

The rank you are having is very low and with this rank you cannot expect anything among IIITs or GFTI as it is special round so the competition will be very tough as many students will apply for a Same seat . Also admission depends on various factors such as category, home state quota, branch selection, number of students applied, number of seats available, difficulty level of examination, etc.

It would be more helpful to provide you with appropriate details if you have mentioned details more precisely as your score or percentile. However if your ultimate goal is IIT and you missed it now with just narrow score and you are very much confident about yourself that you can crack it for sure next time then go for long term else if you got seat in top colleges in the stream you are aiming for then you can even excel your skills there.. because the classes that are being taught in IITs can be even available for the students who are not IITians through websites provided by the central government. So instead of wasting an year when you are not confident you can go for this and later you can crack gate exam and enter into IITs.

First of all Congratulating you on your nice performance and I would like to tell you that based on your rank in general category and considering the fact that you belong to Obc category I feel sorry to inform you that it will be very difficult for you to get a seat in government college like nits and gfti, so think of some other college where you can take admission and don't fully depend on spot round counselling.

Hello aspirant, both of the colleges have their own opportunities and placement concerns.
NIT works as a name itself in many concerns of placements . IT is one the best branch of engineering.
IIIT jabalpur is one of the few colleges in MP to pride good engineering plus CS is the topmots best branch of engineering .
I suggest you to go up with NIT because it will be a more opportunistic approach for you.

The last year cutoff for 2nd round of csab were:
IIIT Kota: CSE: 31K, ECE: 48K
IIIT Guwahati: CSE:29K ECE: 42K
IIIT Nagpur: CSE: 47K, ECE: 64K
(K means 1000. so 34K= around 34000)

Well to get a seat into IIITs or GFTIs you have to go through CSAB Special Roud counselling. The process demands that one should have a valid rank in JEE Main and should be JEE Main qualified. To be JEE Main qualified one has to clear the required cutoff as per his/her category. Now for OBC-NCL category, the JEE Main 2019 cutoff was 74.31 percentile. If you have cleared this cutoff, then you are eligible to get a seat through CSAB Special Round counselling. Now at a rank of 90150 under OBC-NCL category, it can be hard for you to get a seat in IIITs or GFTIs. Better attend the coming counselling process for CSAB and see which colleges are you getting as per your rank.

Since, you have scored 95.25% in JEE mains, I would say your rank is around 45-46k. As you have not mentioned your category, I am assuming you are from general category. You are onlygoing to get admissions into some of the NITs that to if you are from the home state as the cutoff for home state candidates is quite lenient.
