Yes, IIIT Bhubaneshwar has seats reserved for OBC candidates on the basis of JEE Mains rank. So, you can apply under OBC quota for sure. Check the official cutoff list, you will find a section for OBC students wherein you can check different ranks for different branches.

To be very frank VIT bhopal is new in bhopal and there are many parameters which are unknown about this college. But this college is well kniwn for its placements, library, studies and good faculty profile but as I told you that many aspects are not found now
