Your percentile is too low  to get iiit because as per your percentile your rank will also too high .So as per my knowledge you will not get admission in iiit.

Here the tags you have given for PU are different but in which PU you got 65% you haven't specified.

For JEE main yes you can take an admission in Government college in your domicile. you may get state quota or any other reservation to get an admission there.

Based on previous year opening and closing ranks of IIITs, all the IIITs have their closing rank for all the courses below 10000. So there is very less chance for getting IIITs. However, you can try other CFTIs which accept JEE Main marks and apply for counselling.
