After seat allotment by josaa ,generally there is no vacant seats in CSE in any of NITs or IIITs, even if there is vaccines in it for your category than you have very low chances for getting it as your rank is not enough to fetch any CSE

Yes, you must be eligible for decent level NITs and IIITs if not the top ranked ones. You won't be able to fetch branches like CSE, IT but you can certainly get decent branches. If you can look for Home State quota, then you might get even better options.
