I'm sorry to tell you that you are not eligible for Josaa counselling as for that you need to have min of 75% in your +2 exam..
But yes with 4000 rank you can get good private colleges in NCR region.

As the cut off depends on the branch, category and IIIT but generally to get admission in lower IIIT 120 marks should be there but if you wish to get seat in top IIITs then more than 150 would be required.
Besides this, minimum cut off for NIT is not
