These cutoff ranks were for OBC-NCL candidates, so you can get a clear idea.

Let me take you through this. You are clear that you want to study mechanical engineering or cse or ee. Now to select the appropriate college, you need to get the understanding of the reputation of college, its rank (NIRF provided rank). So I'd suggest you follow this
NITs and IIITs, being government colleges have a very high cut-offs for all of it's courses. Electrical branch being one of the in-demand courses would definitely have a high cut-off. So it is very difficult for a general category student with above 75000 rank to get admission in a government

Congrats on your JEE Main Rank. These are the IIIT in which you can get admission in CSE department. It would be difficult to get an admission in NIT. These colleges were chosen based on their previous year closing rank and other factors.
Yes, it is correct. Many PSUs offer jobs on the basis of GATE ranks of students. So if someone has completed his/her B.Tech and qualifies in GATE with good rank, then he can get a government job.
