any student who has completed 12th boards from any background can take up BA In Psychology.

there are no barriers, biology should be one of the subject in 12th.

It's possible that you can appear as a fresh for hsc 2021 (Maharashtra Board ) . You just have to repeat your year from the college you have done this year 12 the or you can go by 17 no form to appear in the exam .

It's difficult to exactly predict about the admission chance. However based on your score and category you won't be able to get admission in state qouta through management qouta.
