In 2016 closing rnak was 8051. Hence taking an average we assume safe rank should be anywehre under  5000 in General category for CSE.

For government institutions under WBJEE student shall require Domicile of west bengal for reserved category as per eligibility criteria for WBJEE and hence you shall stand ineligible since you're from OBC Category and Bihar state.
