There is no physical checking of pwds in jnu during counselling actually you have to submit the pwd certificate from any government hospital for the same.
And same will have to be provided at reporting centre.

Yes, you would be considered as a 10+2+3 student. It doesn't matter how many years you've dropped as long as your age is less than the maximum age prescribed for the course. You should also have a minimum of 55% in all subjects of your graduation.
