The number of SC candidates from Jammu and Kashmir or any other state is not declared by the officials. Such information is not known. Board of Professional Entrance Examinations (BOPEE), the regulatory authority conducts the counselling for the J&K NEET MBBS admission 2021. The counselling for J&K NEET admission 2021 will be conducted mostly in two rounds whereas an additional round of counselling will be conducted if the seats remain vacant.

The Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) will release the application form for NEET admission. Students who want to take admission for various medical and dental seats in the state will have to complete Jammu & Kashmir MBBS registration.
JKBOPEE will release the Jammu & Kashmir CET 2022 application form in March 2022. The online application form of JKCET exam 2022 will be released at jkbopee.gov.in. To fill the JKCET form, aspirants should visit the JKCET 2022 official website, jkbopee.gov.in.

If you have filled any college in second preference and other student as you stated have filled it on the first preference, the marks obtained will play a very crucial role in the allotment of college as if the marks difference between you and the other student is very far apart then definitely you will have great chance to get both the college but if the marks difference is less like for 10- 20 marks then she might also get that college and if she is getting than college you will be definitely allotted that college as you have more marks than that of her.
But she will have a chance to get in as the institution is her 1st choice and you have it as a option and I would suggest that you focus on your first choice.

According to my experience, you should be among the top 15 students in your class. Jk pmsss has a high level of transparency. The selection process is entirely merit-based. As a result, your odds of being able to acquire a seat are quite slim. To gain seats through PMSSS, your 12th grade scores must be quite high. The AICTE will pay the college and hostel costs in this situation, which you may already be aware of.

On the basis of previous year cutoffs, at your score you have almost nil probability of getting admission in government medical college or government dental colleges in your state. Only there are chances for you to get admission in private dental colleges under management quota in states such as Punjab, Uttar Pradesh, Karnataka etc.
However remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more.
