Cut off lists for admission in University of Delhi has not been out yet.
But if we see the last year trends of cut offs, you need atleast 80% to get a seat in delhi University. There are many colleges whose cut off goes as high as 95% but for BA courses generally the cut off marks are between 90 to 95% in first cut off.
But then the third and other cut off list can have above 80%.
Although there are some relaxation for EWS catagory students, candidate with less than 80% can hardly think of admission in any good college of Delhi University.
You can check previous year cut off lists of this University for more clarity.

When you sign a self declaration form, you are stating that you are not eligible for appearing for Counselling in Jammu and Kashmir and Ladakh and hence you are not eligible to see admission in MBBS, BDS, Aush courses of Jammu and Kashmir and Ladakh. You are also mentioning that you do not hold the domicile of both Jammu and Kashmir and Ladakh. So you need to choose accordingly and select no if you belong to Jammu and Kashmir domicile.

You do not need to worry for this cause. National testing agency has announced that the candidates who have completed the application form will be able to edit their details in the correction window that will be open between 8th to 12th August at neet.nta.nic. However it is not confirm that you will be able to create changes in self declaration form as it were not allowed in past

If you are eligible for Defence quota then you can definitely apply with that category in Jammu and Kashmir MBBS Colleges after taking NEET UG exam.
What you need to do is that the Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) will release a separate application form for JAMMU AND KASHMIR students who are willing to participate in the state counselling. So in that application form you can mention your category of Defence by which you will be eligible for that quota and you must possess the defence certificate or proof for that category because it will be verified at the time of counselling.
According to the website of Indian Army it states the reservation for Army personnel in J&K.
Seats are reserved for children of serving/retired defence personnel in technical/professional colleges in state. 3% reservation each in MBBS, Eng. etc.. in J&K Univ

See, Zone is specified for the well-mannered functioning of the exam. If you clear your advanced and get a seat in any of the IITs you'll have to go for verification and all other process and confirmation of seat at your Zone.

The JEE Advanced exam centres 2021 has been divided into 7 specific zones namely - IIT Bombay Zone, IIT Delhi Zone, IIT Guwahati Zone, IIT Kanpur Zone, IIT Kharagpur Zone, IIT Madras (Hyderabad) Zone and IIT Roorkee Zone.
All the states and union territories of India are divided into this seven IIT zones and the examination results are also provided zone wise for each zone respectively other than the all India topper and different category results. Here, the states of Jammu and Kashmir and its neighbouring areas come under the IIT Delhi zone for examination centre purposes.

Yes, you are eligible to participate in BHU counselling. In order to take admissions, you should be an Indian origin student regardless of any state. It also provide PMSSS scholarship if you have passed 10+2 examination from J&K board or CBSE school.
Also, if you have passed 10+3 diploma from UT's of jammu and kashmir, you are eligible for admissions in direct second year in prescribed college.
