CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.

Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get

I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad.
