Let me make you clear that there are only two attempts of JEE-advance for two consecutive years after passing class-12th. For e.g., if you have passed your class 12th in 2019-20 then you can appear only for JEE-Advance of 2019-20 and 2020-21, provided that you qualify JEE-Main each time to sit for JEE-Advance.
So attempts of JEE-Advance are not decided on the basis of JOSAA counselling, whether you get seat through JOSAA Counselling or not you will be eligible for JEE-Main and JEE-Advance for next year if you are eligible according to the above example.

It is yet difficult to tell the college which you can get by these marks. The cutoff and all admission procedures are not yet out for state level as well as All India level.
But, with these marks it is quite difficult to acquire a seat both at All India and State level for a general category.

CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.
Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get
I would recommend to prefer IIT Bhila over IIT Jammu

This year there will be no entrance exam like CLUJET for admission to various course. Instead of that admissions are done merit based.
Merit based Admissions to B.A/B.Sc./B.Com (Hons), M.A./ M.Sc./ M.Com/M.Ed. and Integrated PG Programmes in various subjects as s chools and Colleges of the Cluster University of Jammu.
Merit based admissions to UG Courses offered by the Constituent Colleges as c olleges of Cluster University of Jammu.
But according to the site the last date for registration with late fee was upto 20/08/2020. You can still try if there is any vacant seat, if someone would have left it. Contact the college via mail or contact.

You have to pass your 12th exam with minimum 50% aggregate marks for General Candidates or its equivalent on Grading Scale of respective Boards/ Universities and minimum 45% for SC/ST/PwD Candidates. In order to be eligible for the integrated course, Mathematics and Chemistry subjects are mandatory in your Class 10+2 level. Your admission would be based on the score acquired in Central Universities Common Entrance Test (CUCET).

I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad. Department of Mining Engineering has three courses namely Mining, Mineral and Mining Machinery, and all three of them experience almost 90% placements with conglomerates like Tata Steel, Hindalco, Vedanta, Coal India, ExxonMobil, Schlumberger being regular recruiters. IIT ISM Being loacted near mineral rich areas of Jharkhand and Odisha further provides impetus to training and placement opportunities.
Secondly IIT ISM is a much older technical institute than IIT Jammu and has good infrastructure, faculty, research facilities and employer outlook.
