It depends on your interests . With Chemical Engineering you would have better scope for research and jobs . You can go for psu's with chemical engineering , and if you want higher studies like ms in abroad , chemical engineering has great scope in us and europe , so if you would be preparing for gre or gate , chemical engineering would provide better study .
In mining , if you're trying for mba , you would have a good college background , as BHU is a old college in comparison to Jammu .
But it all comes to your interests , which branch you want to study for your whole btech , as branch change is not easy in iit's .

Bsc agriculture is a 3 year full time undergraduate programme focussing primarily on research and development in the agricultural sector.
Eligibility: minimum 50% aggregate in class 12th with PCB.

Hello student I'm sorry to inform you but Jammu University offer LLB courses after graduation so you need to hold ha bachelor degree in any discipline if you're willing to pursue LLB from Jammu University.
Eligibility - Candidates must hold a bachelor degree in any discipline and must have passed class 12 in any stream with minimum 45 Percent marks aggregate from a recognized board.

see cucet is the entrance test to admission to central university to ug, pg and phd course. however the cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category and so on. cucet conducting authority would release a cutoff score, students who are unable to get the cutoff will not eligible for admission.
once the results declares central universities will release their merit list and cutoff in their respective website. students need to participate in the ccounselling process by visiting the official site of the respective institute and make all registration process for counselling.
since you did not mention about phd stream, I would suggest you to check the official website of the university and merit list. if you are eligible to apply do all the procedure mentioned in the official site for counselling.

Currently only the colleges of Karnataka, Uttarkhand and Himachal Pradesh have reservation quota for Kashmiri migrants. In Karnataka MBBS colleges, Kashmiri migrants will have one seat reserved. In order to apply under this quota in the colleges of these states, you must produce migration certificate issued by the DC of the state, or the District Magistrate.

if you are already an enrolled student of that college then it would be quite hard to change the stream .my suggestion to you is go go to the admission controller office or dean's office ,and ask personally if anything could happen as there is no method provided by the college to change the course online
