First you should think of that branch or field of engineering in which you are interested because it helps you in long run because placement offers based on your skills not your college. If you are looking for college for placement You can choose CSE because it always pays handsome placement offers. You can also go ECE and Electrical from Dhanbad . You can also opt for Electrical in BHU.

And because you haven't cancelled the admission yet, you are still their student. And if you want to cancel your admission, you need to reach out to the College administration.

CSE branch is no doubtfully one of the best branch to pursue your career.CSE branch students has a very good career option after their graduation.So completing your graduation from IIT Jammu from CSE branch is a very good option.CSE in IIT Jammu has a good scope.IIT Jammu has the same curriculum as that of IIT Delhi for CSE branch.CS courses are taught be the best faculty of IIT Delhi to the students of IIT Jammu.
IIT Jammu has have very well equipped computer labs and even coding club is one of most active club in college.As per the placement,CSE from IItTis always considered a good option.CSE students have good placement in IIT Jammu.
Overall IIT Jammu is good for CSE branch.

As you have qualified JEE advanced and you want to go for CS branch, I would suggest take the jammu IIT college with your preferred branch because dropping that only because it is not top of IIT would be not appropriate.
As if you have passion in particular field then whichever college you get is not much imp, you'll do great in any of it. And I believe branch over college. Although its upto you whether you are happy at particular place. Also Jammu IIT is also good in terms of academics also so you should go for it.

For the students of Resident of Backward Areas (RBA), there is 20% reservation, and Government medical College, Jammu has a total seat intake of 150 for MBBS. These seats are filled through Constitutional reservations through 100% State Counselling. Cutoff marks are variable for every year.

According to previous years cut offs the closing rank for civil branch in government college of engineering and technology Jammu is nearly between 450 to 700. At your rank it is very difficult to get Civil branch in GCET, Jammu. Your rank is little high than cutoff. so, there is very less chance to get Civil branch in GCET Colleges. But if the cut off varies you can get chance to get Civil branch in GCET.

As your rank is little more than that of closing rank so that you have less chances of getting admission for civil branch.
But as cut offs may vary year to year so you should go for that with your fortunate luck you will get it. You have good chances of getting electrical engineering so if you are interested in that then you can for that also.
