No, JBIMS (Jamnalal Bajaj Institute of Management Studies) does not accept the CMAT score. The admission into JBIMS is based on CAT, GMAT and MAH CET MBA score.

Applicants applying for the MAH CET 2019 need to be a graduate or have acquired an equivalent degree from a recognised university.

In general the forms open only once. However some colleges like IMT Ghaziabad open the slot after CAT for a period of 2-3 days. SP Jain and JBIMS do not reopen the forms as per my knowledge. So it is best to apply for them in the first

i think you'll be under maharastra state category,since you were born in maharastra and you should have domiciled certificate of mahrastra otherwise you'll be all india category only.
