I am extremely sorry to tell you dear but you cannot get into NIT
This is because,
With 64 percentile in JEE mains you have failed to qualify JEE mains as you belong to general category and qualifying cut off percentile for general category is 90.3765335 percentile
As you have not qualified JEE main, you are not eligible for josaa counselling and thus cannot get into NIT

According to your rank chances seems less for nrti. National Railway and Transportation Institute (NRTI) is a good college for b.tech so it requires good rank.

If you are from the General Unreserved category then you do not have chance at the NITs, however, if you have some reservation then you might get some NITs.
You can however, get some state government colleges in case you are from the UR/General category.

Congratulations on such a good rank.Assuming that you are from Delhi (for domicile state) , with this rank and your reservation quota you can get a seat in many good government colleges however your chances of getting admission in any of the above said courses in any IIT is very slim.

So as per the information shared by you that your OBC Rank js 9700, it is difficult to predict which college you might get,since the counselling has not yet been started
However,seeing the previous trend of Cutoffs at various NITs/GFTSs under JEE MAIN Paper 2 under the OBC-NCL category , it seems very difficult for you to get into any NITs under JoSAA counselling
But , you can get into colleges like BIT MESRA,AMITY,SRM, MANIPAL,PES college, Ramaiyah Ins. Using your JEE Mains marksheet/scorecared.
So, it is advised to you to also fill up the forms for state level counselling as well as some private colleges like SRM,Manipl etc. Which accept JEE Main scores as admission criteria.
However, if you belong to home state of himachal or chhattisgarh, you have a chance to get into the NITs there under the HS quota.(applicable only if a resident of that state).
