You have obtained 3,563 ST category rank in JEE Main. NIT Rourkela is one of the top colleges and hence the cutoff is usually high. I am bound to say that if you don't have the home state quota for NIT Rourkela then you would not be getting

Yes , there are chances of you getting NIT college's. You must know that every  NIT colleges have there own cutoff based on category . So , at this percentile you can get few NIT college's . And for IIT you have to be within 10000 Ranks in JEE advanced

If you have provided CRL as 43796 you have very good chances of getting seat in NITs, GFTIs.............

But you have to compromise with branch.
