Yes, you can give JEE MAIN EXAM but the condition is you have to clear the eligibility criteria for JEE MAIN in compartment exam if you able to pass that you can pursue further proceedings otherwise you will not be able to go further. So better concentrate on

basic education qualification required for appearing in JEE main, one should completed 12th or appearing in 12th. Also there is no age limit in appearing in JEE main. In your case you already passed 12th so you can appear for JEE main and no need to pass 12

It will be quite difficult for you to get a govt. engineering college with this rank. You should try for private engineering college if you have no interest to drop one year and prepare for JEE Main 2021.

Hi, sorry to say but according to your rank it is not possible to get any Govt. college. Since you lies in OBC category than also it is very difficult for you to get in any government college. You may take the benefit of state quota with OBC category quota
Since you haven't mentioned your category. I am assuming it to be general.
As per the previous year cutoff as a general category the chance seems less to get a seat in NITs, IIITs & GFTIs with 86 percentile.
