Hi, sorry to say but according to your rank it is not possible to get any Govt. college. Since you lies in OBC category than also it is very difficult for you to get in any government college. You may take the benefit of state quota with OBC category quota

Since you haven't mentioned your category. I am assuming it to be general.

As per the previous year cutoff as a general category the chance seems less to get a seat in NITs, IIITs & GFTIs with 86 percentile.

Your rank will also be not less than  1 lakh.

See your eligibility for JEE-Advance is not determined by your rank in JEE-Main instead it is determined by the percentile you scored in your JEE-Main final result. As we know that NTA released the cut-offs for different categories so it is also described below :-

For Punjab Engineering College candidates belonging to OBC EWS and Unreserved category CRL rank will be considered. So when your check the cut off for institutes you need to consider category rank
