The Joint Entrance Exam is an entrance exam which is conducted for providing admissions to various engineering colleges like National Institutes of Technology ( NIT's), sundown Institutes of Information Technology ( IITS) and colleges such as centrally funded institutes.
There is no minimum age criteria to appear in Jee Main examination. Only the criteria to appear in Jee Main Examination is that the student should have passed 10+2.

Hi, sorry to say but according to your rank it is not possible to get any Govt. college. Since you lies in OBC category than also it is very difficult for you to get in any government college. You may take the benefit of state quota with OBC category quota both upto somehow, but than also it is difficult to get into it. So you may try with it once otherwise yo should move on to private college. There are many good private college as well in which you can enroll yourself.

Since you haven't mentioned your category. I am assuming it to be general.
As per the previous year cutoff as a general category the chance seems less to get a seat in NITs, IIITs & GFTIs with 86 percentile.
Your rank will also be not less than 1 lakh.
however you can try for state counseling like Punjab, Haryana, MP, Etc.

See your eligibility for JEE-Advance is not determined by your rank in JEE-Main instead it is determined by the percentile you scored in your JEE-Main final result. As we know that NTA released the cut-offs for different categories so it is also described below :-
So in your case you have to secure 90 .3765335 percentile to become eligible for JEE-Advance which you does not have so you are not eligible for JEE-Advance. For more details kindly refer to the link given below :-

JoSAA participating colleges except Punjab Engineering colleges will consider category rank for candidates belonging to reserved category. For Punjab Engineering College candidates belonging to OBC EWS and Unreserved category CRL rank will be considered. So when your check the cut off for institutes you need to consider category rank for all JoSAA participating colleges except PEC. And there are other colleges like AIT, Pune which conducts their own counselling gives admission based on JEE Main rank will consider CRL for admission.

As per the guidelines, you are eligible for JEE Advanced exam only you are among the 2,24,000 rank holders and you have passed 12th with any percentage. The percentage of 12th standard does not matter anymore to appear for JEE Advanced.
