JEE mains examination was to be conducted in April but it has been postponed due to coronavirus pandemic
On 5th May at 12 noon, the HRD minister Ramesh Pokhriyal Nishank conducted a webinar , and announced jee main examination date on 18th- 23rd July

Since this year exam has been schedules now and it will happen on the schedule date if the situation would be in control.
Hence nothing exact can be predicted about next year schedule because ni one knows how this pandemic and when this pandemic is going to end.

Yes, you can totally appear for JEE mains while being in your college first year, and if you get a good score you will be eligible for a better college. The fact that you secured 63% may only be of concern if the college you want to opt
